Jeffrey A. Warsh, Of Counsel, specializes in administrative law, particularly in alcoholic beverage control matters. Warsh currently serves as a Member of the Alcoholic Beverage Control Advisory Council. Jeff Warsh has almost twenty years of legal experience in both the public and private sectors, including four years with Ansell, Zaro, Bennett, Kenney & Grimm. Warsh conducted a solo, general practice of law from 1990 to 1992; he was a Senior Associate with ICF Kaiser Engineers in 1990. Warsh served as Regulatory and Legislative Counsel to the Deputy Commissioner, NJ Department of Human Services from 1988 to 1990 and as a Staff Attorney at the NJ Division of Alcoholic Beverage Control from 1985 to 1987. Prior to joining the Kean Administration, Warsh served as Chief of Staff to Senator Peter P. Garibaldi.

Educational Background

Jeffrey A. Warsh was graduated from Franklin and Marshall College, Lancaster, Pennsylvania with a degree in History and Sociology, and from Emory University in Atlanta, Georgia, where he received his Doctor of Law Degree. He was admitted to the New Jersey State Bar and the Federal District Court Bar in 1985. In 1997, Warsh received his Diplomate in New Jersey Municipal Law from Rutgers University.

Experience

  • In November 1991, Warsh was elected to the New Jersey General Assembly where he served two terms - from 1992 to 1996. As State Assemblyman, Warsh served as Chairman of the Assembly Regulatory Oversight Committee, with the authority to veto regulations found to be inconsistent with legislative intent, and as a member of the Transportation and Communications Committee, Commerce and Regulated Professions and the Environmental Committee. Warsh received numerous awards during his legislative service including Legislator of the Year from the New Jersey Recreation and Park Association and the Good Guy of the Year Award from the New Jersey Women's Political Caucus.

  • From 1997 to 1999, Warsh served as Executive Director of he New Jersey Transit Corporation, the third largest transit agency in the nation. Appointed July 14, 1999, Warsh was responsible for a workforce of more than 10,000 employees, a fleet of 3,200 buses, 800 commuter rail cars, and 45 light rail vehicles. The $3 billion corporation carries more than 214 million passengers annually with service into New York City and Philadelphia. Warsh received numerous national and statewide awards during his tenure, including the American Public Transportation Association's (APTA) prestigious Innovation of the Year Award in 2000 for Hudson-Bergen Light Rail's Design-Build-Operate-Maintain (DBOM) methodology. Warsh led NJ TRANSIT during the events of September 11th and during the aftermath.

  • Upon leaving NJ TRANSIT, Warsh was named a Distinguished Research Fellow in Transportation at the New Jersey Institute of Technology in Newark, NJ.

  • Warsh sits as a member of the Board of the New Jersey Committee of the Regional Planning Association - the New York Metropolitan Region's oldest and most premier non-profit planning organization.
